Terms of use
The binding versions of this document are in Uzbek and Russian. An English translation follows.
Effective date: 5 November 2026.
1. General
These Terms of Use (the Terms) govern the use of the Diler FMCG website, Telegram bot and Mini App (together, the Platform). The party operating the Platform is called the Administration.
These Terms are a public offer. Registering, placing a listing or company, or paying for a paid service means you fully accept the Terms. If you do not agree, do not use the Platform.
The Platform is intended for people engaged in business. You must be at least 18 and entitled to act for yourself or for the company you represent.
2. Role of the Platform
The Platform is only a place to publish listings and information. The Administration does not sell or buy goods, does not accept money for goods or deals, and is not a party, agent or guarantor of any deal.
The parties check each other, agree their own terms and are responsible for the results of their deals. Do not prepay without checking documents.
The Administration does not guarantee that listings are accurate, that goods are of good quality, safe or lawful, that a party can pay, or that any deal or sale will happen.
3. Account
You register through Telegram by sending your phone number. You are responsible for everything done through your account. Keep your Telegram account secure.
4. Your obligations
You confirm that your information is true and current; that you have the right to sell the goods and use the brands and images; that you hold the necessary certificates, licences and permits; and that you comply with tax, customs, export and import rules yourself.
Prohibited: counterfeits and other people's brands offered without the right to do so; alcohol, tobacco, medicines and other goods with restricted advertising; false information or acting in the name of another person or company; fraud, spam and automated collection of Platform data; attempts to break its security; any material contrary to law.
5. Your materials
Texts, photos, videos and catalogs remain yours. By placing them you give the Administration a free, non-exclusive right, for as long as the Platform operates, to store and show them, resize and translate them, pass them to search engines and publish them in the Platform's Telegram channels and groups.
You are responsible for ensuring your materials do not infringe the rights of others.
6. Review and restrictions
The Administration may review listings before publication but does not undertake to check all information. If the Terms are or may be breached, the Administration may refuse a listing, ask for changes, remove it, or restrict or close an account or company.
The Verified company mark means only that, when it was set, the company's details and contacts were reviewed against an open source or a document provided. It is not a recommendation, a guarantee or proof of reliability, and may be removed at any time.
7. Paid services
Posting listings and showing a company in the catalog are paid. Current prices are shown before you order a service. On first registration the Administration may add a bonus to the balance. A bonus can be used only for Platform services, cannot be exchanged for money and is not refunded.
Manufacturer and dealer listings are paid for one by one and are shown for 3 months, then go to the archive in the user's profile, and updating them is paid again. A listing may be removed if the Terms are breached. Only its owner sees an archived listing. When the 3 months end and the balance covers the price, it is charged automatically and the listing shows for 3 more months; otherwise it goes to the archive. In the last 3 days the bot reminds you every day. You can turn off automatic renewal in your account. Wholesale listings are shown for 30 days, then go to the archive in the user's profile, and updating them is paid again.
Services are paid from the balance on the Platform. The balance is topped up by card and the amount is added after the Administration confirms the receipt. The balance can be used only for Platform services. It is not a bank account or electronic money, earns no interest and cannot be transferred to another user.
A service does not guarantee customers, dealers or sales. If a listing is rejected on review, its price returns to the balance. Payment for a service already provided is not refunded unless the service was not provided or the law requires otherwise. Payment for a service closed because of a breach of the Terms is not refunded. Returning money from the balance is considered only on request to the Platform's contact and on grounds set by law. If a top-up is not confirmed, the matter is resolved through the Platform's contact.
8. Advertising
The Platform contains materials marked as advertising, which may include services connected with the owner of the Platform. Other websites have their own rules and the Administration is not responsible for them.
9. Limitation of liability
The Platform is provided as is. The Administration does not guarantee uninterrupted or error-free operation and is not responsible for maintenance, interruptions or failures of third-party services, including Telegram.
To the extent permitted by law, the Administration is not liable for deals between users, user materials, lost profit or indirect loss. Its total liability in any case does not exceed the amount the user paid in the last 3 months for the service that caused the dispute. Liability that cannot be limited by law is not affected.
If a third party or state body makes a claim against the Administration because of your materials or your breach of the Terms, you cover the consequences and costs in the manner set by law.
10. Complaints and copyright
If your rights are infringed or a listing looks false, send the Platform's contact the listing link, the reason and a supporting document. The Administration usually reviews a request within 5 working days and removes the material if needed. The Administration is not obliged to resolve disputes between the parties.
The design, logo, name, texts and database of the Platform are protected. Copying them without permission and automated collection are prohibited.
11. Changes
The Administration may change the Terms. The new text takes effect on the day it is published on this page. Continuing to use the Platform after changes means you accept the new text. The term of a service already paid for is not shortened by changes.
12. Applicable law and disputes
The Terms are governed by the law of the Republic of Uzbekistan. Disputes are first resolved by negotiation: a written request is answered within 30 days. If no agreement is reached, the dispute goes to the court at the location of the Administration in the manner set by law. If the texts differ, the Uzbek text prevails.
